SHILOH ESTATES
Shiloh Estates II is an affordable homeownership initiative of the Greater Community Development Corporation (GCDC), located in Easton, Pennsylvania. This program is designed to tackle the rising need for affordable housing in Northampton County, especially among underserved and income-sensitive communities.
A critical component of this initiative is GCDC’s housing counseling services, provided in partnership with the Lehigh Valley Black Church Housing Alliance (LVBCHA). Through this partnership, prospective first-time homebuyers—particularly those in Low-to-Moderate Income (LMI) categories—receive professional support to become mortgage-ready. This includes budgeting guidance, credit counseling, and full preparedness for sustainable homeownership.
In addition, LVBCHA has established a strategic partnership with Peoples Security Bank & Trust. As a lending partner, Peoples Security Bank & Trust offers tailored banking products and specialized mortgage programs designed to meet the needs of LMI households. This collaboration ensures that eligible buyers not only secure affordable housing, but also gain access to financial institutions committed to equitable lending practices.
PROGRAM OVERVIEW
Shiloh Estates II consists of eight new affordable homeownership units, built to serve working families and long-term residents of Northampton County.
By increasing homeownership within the community:

-Family stability is enhanced
-The tax base grows — promoting broader economic prosperity
The program intentionally prioritizes LMI households and others historically underserved by traditional mortgage markets. This aligns with regional equity goals and addresses long-standing gaps in housing access and wealth-building opportunities.
FUNDING STRATEGY AND AFFORDABILITY IMPACT
Shiloh Estates II is financially supported by Northampton County, the City of Easton, and PHARE funds. These dollars are deployed deliberately to ensure maximum affordability and impact:
•40% of resources are directed toward households earning below 50% AMI — the most financially vulnerable residents
•60% support households earning 50%–100% AMI — expanding access to a broader range of working families
By leveraging PHARE and local funding, mortgage amounts are significantly reduced for qualified buyers. This ensures monthly housing costs remain sustainable, empowering families to build generational wealth rather than face burdensome financial strain.
SHILOH COMMONS
Shiloh Commons is set to enhance Easton's Canal Street with 100 units of affordable rental housing, specifically designed for low to moderate-income families. This new complex, aimed at bolstering community development and providing secure, quality housing, addresses the pressing need for accessible living options in the area.
As part of a broader initiative to support economic diversity and stability, Shiloh Commons will offer residents not only a place to call home but also a springboard to greater opportunities within the thriving local environment.
